The April MSOL meeting was hosted by Sgt. Mike Crosby-MSP at Headquarters in Framingham. Sgt. Crosby invited Registrar Anne Collins to come and speak about the activity in the MA RMV. Registrar Collins spoke very highly of the new penalties associated with the Jr. Operator's Law. Due to the increased parent involvement, the proactive initiatives taken by the Registry and Law Enforcement, and the actions of young drivers, the first full year with the enhanced penalties has shown success!
On 3/31/08, the enhanced penalties for Jr. Operator Violators officially turned one year! Speeding citations issued decreased approximately 30%, though the number of appeals to Clerk Magistrates rose tremendously. By working with the Magistrates, the Registry was able to explain the importance of the Zero Tolerance, and as a result, not many of the violators were found
"Not Responsible." The
number of deaths resulting in Jr. Operator MVA's dropped about six deaths from previous years!
Other initiatives being taken on by the RMV are:
New MV Inspection Program - The RMV is working tirelessly on improving the current system and making it easier on Law Enforcement to identify and understand the Inspection process and how to handle violations.
New Licensing Systems - The RMV is also looking to improve the current licensing systems and improve the Restrictions Codes for Law Enforcement. Registrar Collins noted that there are currently 3,400 Z Restrictions out there in the Commonwealth. (For those who are drawing a blank on
"Z"
- Those are the OUI restrictions requiring the Breathalyzer Test in the vehicle!)
Mass.gov - There is a new link on Mass.gov that will provide Safety Tips to everyone. Should you have any suggestions, just drop a quick note to the Registrar.
Red Light Cameras - There was some discussion on the pros & cons of these cameras and the legality of the E-Tickets being issued to violators.

Finally, the MSOL would like to recognize our most recent Past President Larry Rotondi
- Stoneham PD. Larry has spent the last year working tirelessly on improving the League by bringing many new members in and by taking care of the current members. Larry has always been a smiling face that everyone sees while at the meetings and has a special knack for making each member smile and never forget him. Although we will see Larry at the upcoming meetings, we just wish to thank him for a successful year!
